You have a strange flickering in the bathroom. The best thing is to call an electrician, first available, and make sure that you guys do not try to do it by yourself. Focus to the idea that electrical could kill you, could hurt you, or could make more heart problems in case that you get shocked. So the best thing is that since we are electricians, we have testers, we have the equipment so we could physically reach to those enclosed spaces, open the panels, open the meter sockets, and focus the idea that breaker box is live. So we know which part we could test it, which part we could disconnect it, without damaging your equipment in your house.
In case that the PG&amp;E problem is the wiring outdoor, which is most of the time from the weather and win and like some truck came by and ripped the wires, then definitely still call the electrician, make sure that the electrician is testing the electrical wiring on the main source, which is on the top of the building.
