If you aren’t familiar with the details of the building trades, you might not understand why it’s so important for contractors to follow codes and pull permits for many jobs. Every state has its own building codes, and California is no exception. In fact, for plumbers and other contractors, permitting and adhering to building codes is essential for getting the job done correctly—and legally.

“It’s important to pull permits because most jobs need to be done in a certain way for safety reasons,” explains Seifullah Zareef, owner of Z and Z Plumbing in San Leandro. “For example, plumbing codes require P-traps to cut off sewer gasses and stop rodents from coming up through the pipes.” In fact, the positioning and type of pipe can mean the difference between fumes and water backing up into your home or going out of your home as they’re supposed to, and security measures in plumbing systems and water heater installations can prevent pest infestations and costly accidents. All of these details are listed in code requirements.

Codes also exist to protect homeowners from unscrupulous contractors who might otherwise try to shortcut the job to save money, time or effort. For example, codes may require drain pipes to have a certain pitch so water and waste flow away from the house and don’t back up into sinks, toilets, and bathtubs. They also might mandate certain types of pipe connectors or drains in specific locations in homes or businesses. After the work is complete, most cities send an inspector to check the work, which adds a level of security for homeowners.

When the Americans with Disabilities Act (ADA) passed into law in 1990, it had a major impact on codes in most states. For plumbers, this meant retrofitting existing public restrooms and helping make home restrooms handicap-accessible with special bathroom stalls, toilets, sinks, urinals, kitchen sinks, and more. This made homes and businesses more friendly for people with mobility issues and disabilities.

A: “Most of the time we don’t charge for estimates. If we need to spend a lot of time on the diagnosis or you ask us to inspect your entire home for leaks, there may be an hourly charge. That rarely happens, though, and we’ll always let you know when you’ll be charged so there are no surprises.”
 
Q: Can you give me an estimate over the phone?
A: “We can sometimes give ballpark estimates over the phone, but we prefer to send a technician to look at the problem and see the extent of it. If you agree with the estimate, our technician can complete the work right away. If you don’t want to go with the estimate, there’s no commitment.”
 
Q: How long will it take to complete my job?
A: “If the job is small, it could take 30 minutes to an hour. If bigger repairs or installations need to be done, that can take two hours or more. Once we determine the extent of the work, we can give you a time estimate for your specific job.”
 
Q: Do you charge by the hour or by the job?
A: “We do what’s best for our clients. In some cases, especially for large jobs, we can give a bid or an estimate for the full job. For smaller jobs, we usually charge an hourly rate, which ranges from $150 to $175 per hour.”

Seif Zareef: An Early Calling

Whereas many tradespeople find their professional callings in adulthood, Seif Zareef found his when he was just a boy. “Both my dad and my uncle were plumbers, so I was introduced to the trade as a kid,” he remembers. “I started going out on jobs with my dad when I was five years old. Even at that age, I knew I wanted to be some type of contractor when I grew up. Since I had family in plumbing, it was natural for me to go in that direction. By age 20, I was working full-time as a plumber, and by 23, I had purchased a truck and was running my own business.”

Today, as owner of Z and Z Plumbing, Seif says his favorite part of his job is executing projects efficiently. “Usually, before I start a job, I’ll have a plan in my head of how I’m going to approach it. I get a lot of satisfaction from following through with a plan and successfully completing a job.”

A resident of Hayward (where he lives with his wife, Shahidah, and their four children), Seif spends his time outside of work on a variety of interests and pastimes. “I like riding dirt bikes and racing cars,” he says. “I own a 1970 Chevy Malibu that I enjoy working on and taking down to the track every so often.” Seif also enjoys being a family man. “Since I have four kids, I obviously do a lot of family stuff. We like to go to the park, take weekend trips and go to Disneyland every once in a while.”

In his life and career, Seif espouses the importance of honesty. “Everything I do has to be right—otherwise I’ll have trouble sleeping at night,” he says. “That includes being honest with my customers. I believe in karma, so I always try to do right by people, whether they’re a customer or just someone I meet on the street.”

When asked the first thing he’d do if he were to retire tomorrow, Seif says he’d relax and rehabilitate. “I’m only 37 years old, but I started working at a really young age, so at this point I’m like a young man in an old man’s body. Let’s just say I feel it in my bones. Hopefully, since I started working early, I’ll get to retire a little early and spend more time relaxing and enjoying my family and my hobbies.”

    SAN LEANDRO — Most homes have garbage disposals, but not all homeowners know how to use them correctly. Here are a few guidelines for proper garbage disposal usage and maintenance:

    • Always run water when running your garbage disposal—this helps the refuse liquefy, which makes it easier for the grinder’s blades to pulverize.
    • Be conscientious about what you put into your disposal. Avoid stringy items like celery (the strings can wrap around the grinder’s blades), items that expand in water (rice, pasta), and hard items like chicken bones and cherry pits, which can cause undue wear on the grinder’s blades.

    Diamond Certified Expert Contributor, Seif Zareef: Whenever you put food down the garbage disposals, you want to always run water with it. Don’t send it down dry. That way it liquefies. You don’t want to put stringy things down there, like celery. Another thing you don’t want to put down there is rice, pasta. Because once the water touches it, it swells up, it kind of fluctuates. Whenever you do put anything down there, you don’t want to put too much down there. Always run the water.
