When deducting financial losses on your tax return, don’t forget you can factor in your income. “There have always been limitations on what can be deducted on a tax return, but over the past few decades, the IRS has really tightened the screws, often to the detriment of honest taxpayers,” says Jong H. Lee, president of The Lee Accountancy Group, Inc. in Oakland. “One big change is the implementation of income-based limitations, which basically limit what you can deduct in relation to your adjusted gross income (AGI).”

Mr. Lee explains that income-based restrictions on deductions can be found in several different areas, from real estate to medical expenses. “In the past, there wasn’t a cap on how much you could deduct for medical expenses, but since the IRS changed the rules, you can only deduct if the expenses are greater than 10 percent of your AGI,” he says. “Let’s say you make $150,000 a year—unless your medical expenses exceed $15,000, you can’t deduct them on your return. Similar restrictions exist for real estate losses.”

To avoid unexpected deduction restrictions, Mr. Lee says you should meet with a tax professional early in the process. “Your best bet is to meet with a CPA one to two months before the end of the tax season. That way, there will be adequate time to ensure a maximum return.”

Depending on the complexity of your tax return, you may or may not need professional assistance.

Taxes can be complicated, which is why most taxpayers need some type of assistance when filing their returns. However, according to Mr. Lee, the level of assistance you need depends on the complexity of your situation. “If you’re submitting a W-2 and taking the standard deduction, you can use an online resource like TurboTax to submit your return independently,” he explains. “However, if you have a lot of taxable income, own rental properties or want to itemize several charitable contributions, you should get help from a professional. If your tax return is complex, it’s easy to miss things, which is why people who try to do their own returns often end up overpaying.”

A: If you come in with a W-2 for a small amount, we won’t charge you for our services because that would be overkill. Instead, we’ll refer you to a volunteer tax help organization that can assist you free of charge.

Jong Lee: Altruistic Accountant

OAKLAND — At the outset of his college education, Jong Lee had hopes of entering a distinguished profession like psychology, but when he identified an industry that was in need of good stewards, he made a practical decision. “In college, I started off as an Industrial Engineering major and later thought about becoming a psychologist,” he remembers. “Ultimately, however, I decided to transfer into accounting. I saw there was a large need for accounting professionals, especially CPAs who could help people file their income taxes, so I decided it was a good professional opportunity.” After graduating, Jong went to work for a local accounting firm, during which time he became certified as a CPA. Two years later, he opened his own accounting firm in San Francisco, which he later relocated to its current location in Oakland.

Today, after more than 40 years as a professional accountant, Jong says his favorite part of his job is helping people. “Being an accountant is more than just crunching numbers—it’s really serving the community. Whether I’m helping individuals fill out their tax forms correctly, assisting small businesses in making proper financial statements or defending clients under prosecution by the IRS, it’s very rewarding to know I’m helping people and filling a need in the community.”

Originally from Korea, Jong has been living in the Bay Area for more than 50 years. Today, as a resident of Walnut Creek (where he lives with his wife, Esther), he expresses his appreciation for the diverse character of his longtime locale. “Of course, I like the weather, but most of all I enjoy the cultural diversity of our community.”

Outside of work, Jong stays active with pastimes like reading and walking. “I’m an avid reader of books in all types of genres—basically, I’ll read anything I can put my hands on,” he says. “On weekends, I enjoy taking walks and having breakfast with my wife.” In addition to his recreational pursuits, Jong is an active participant in his local community. “Up until last year, I was in charge of organizing Oakland’s annual Thanksgiving Dinner, which serves thousands of homeless and low-income citizens. I did that for 24 years, and it was a very rewarding experience.”

In his life and career, Jong espouses the virtue of sharing what you have. “I believe that whatever we earn isn’t all meant to be kept to ourselves; rather, it’s meant to be shared with others,” he explains. “Whether it’s with your friends, family or community, I think this kind of sharing is a very important aspect of life. Personally, I’ve received so many things, so it always feels good to give back.”

When asked the first thing he’d do if he were to retire tomorrow, Jong says he’d catch up on his reading. “I’d probably become a hermit for a while and have about 100 books next to me,” he laughs. “After that, I would write. I’ve done some writing for magazines and my own blog, so I’d like to do more of that. Maybe I’d write my autobiography.”

A: Music, especially country-western and classical.

    Diamond Certified Expert Contributor, Jong Lee: Recent IRS statistics show there are about 12 million Americans who are having problem with their taxes, not through – cannot pay on time, but also misunderstanding and sometimes it’s just pure ignorance. And some taxpayer just throw IRS notices away. You need to stay – one needs to stay in very close, close contact with the CPAs and tax attorneys to find out what this thing’s all about and do not ignore a notice. And they will not go away; they will come back and time after time. Good tax planning is a strategy.

    They will need to meet with the tax professional and do the planning before end of the year because when the year is past, then there isn’t – there is very little thing you can do about. You can – there are things that you can pay just by December 31st, something that’s due, say, the first part of January, your medical bills and your property taxes and then your state tax payment. Of course, you are going into a territory of minimum tax, but then there are way you can work with the, very closely with the CPAs.

    Then CPAs is like a family doctor, where you stay very closely with them. I do not recommend that you go from one place to another and then be prepared for next year because this is where your tax planning comes. So tax planning is throughout the, throughout the entire year’s process. You need a good CPA firm, who can work with you throughout the year and plan for your future years.
