Owner Christal Barquero has been providing labor compliance and business administration services since 1998, and she later incorporated lien services when she acquired another business. “While working as an administrator for a general contractor, I started a side business assisting subcontractors with their payroll and compliance needs so they could get paid,” she recounts. “In 2019, the owner of SLB Business Management (a 25-plus-year-old business) was getting ready to retire, so I bought the company and merged it with mine. Q: Can I get paid if I didn’t issue a preliminary notice?
A: If you provide us with the information that you have on the project and the amount that’s due, we’ll help you get ahold of the contractor and see what we can do to get you paid. In the future, keep in mind that preliminary notices are very small investments that reserve your lien rights on projects, and we highly encourage you to issue them. Whether preliminary notices come through us or you issue them yourself, they protect your assets and revenue.

Q: How much do you charge to issue a preliminary notice?
A: Our current fee is $35.

Q: Can you prepare certified payroll for a project?
A: Yes, if you provide us with a specific list of items, we can process payroll for you.

Q: How quickly can you help me?
A: As soon as we receive your request and the documents or information we need, we’ll start working right away.

Q: When can I file a lien on a property?
A: You have 90 days after the work has been completed to file a lien. If you wait beyond that time, it can become a legal issue.

Q: How long do I have to issue a preliminary notice on a project?

She is awesome, very personable. The hard thing for contractors is the technicality of the law to pre-lien projects. Crystal is very knowledgeable and I have referred friends to her. My analogy is when you buy a bottle of water, you pay for it first, but with construction, you do the job and then you get paid for it. On small jobs, it's not a big deal, but for the big jobs, you need to pre-lien in order to insure that you get paid.

She is really good at explaining things. She knows her stuff and she is good at it. She is friendly, personable and a good person. She is available, which is one of the biggest things, and her responsiveness. She will return your text or call right away and your hard questions get answered and I appreciate that. That is what you need from someone who provides a service.
